The Smart Money is Getting Comfortable With Paraguay

...and after comfort come the crowds.

By the time you read this, I will be switching gears from my Private Client duties and preparing to kick off yet another Expat Money tour in Paraguay (our fourth official tour to the country).

Every single time I step off the plane, it feels less like visiting a developing market and more like watching a country cross the threshold into something much bigger.

You see it in the cranes dotting the skyline.

You hear it in the conversations with bankers, developers, lawyers, and locals who all tell the same story from different angles: Paraguay is booming.

…and it's happening as things should; with national support rather than red tape.

It’s moving with purpose, and the evidence couldn’t be clearer. 

Every time I return, there are new roads being paved, new districts being opened up, new international partnerships being announced, and new waves of foreigners putting down roots. 

It’s the kind of momentum you only see in places where the incentives actually work; where governments want growth, where capital is welcomed and where the system isn’t designed to fight anyone who tries to build something.

We’ve got another incredible group of freedom-minded investors, entrepreneurs, and families coming to join me on the ground this time around (as we always do).

These are people who didn’t wait for Paraguay to be “obvious,” and who didn’t need Bloomberg headlines or mainstream validation to understand what’s happening here.

The Residency Rush: Paraguay Is Becoming a Global Magnet 

There is a massive surge of people choosing to make Paraguay their home (or, in most cases, simply their economic home base).

According to official figures from the National Directorate of Migration, Paraguay saw over 43,000 residency applications in 2025 alone, marking an increase of more than 50% compared with the entire year of 2024.

Think about that for a second… a 50% year-over-year jump in people seeking the legal right to live, work, bank and invest in Paraguay can’t be chalked up to a random abnormality; it’s a migration trend on par with what we see when countries transition from being regional backwaters to emerging hubs of opportunity.

Foreign residents aren’t coming here because they stumbled upon Paraguay on a map.

They’re coming here because Paraguay offers something increasingly rare in the world today: accessibility, security, and opportunity, all wrapped in a straightforward legal framework.

In most countries, residency is tied up in red tape, uncertain timelines, ever-changing requirements, and hidden costs that can spiral out of control without warning. 

NOT PARAGUAY.

Paraguay has designed its residency program to remove friction and welcome entrants with clarity and predictability. 

Temporary and permanent residency applications are processed transparently. 

Requirements are accessible, and with proper support, the process is efficient. 

A residency permit here isn’t just a piece of paper.

It’s a strategic tool.

It gives you a legal right to stay, work, invest, bank, and, if desired, pursue citizenship down the line.

Unlike many other jurisdictions where residency is contingent on business investments or complicated financial thresholds, Paraguay’s framework is refreshingly straightforward and accessible.

In a world where mobility is increasingly restricted, where authorities are tightening rules, where global friction is rising, and where borders are becoming barriers rather than gateways, having legal standing in a friendly, stable jurisdiction is a real-world advantage.

A 50% surge in residency applications does not happen because the status quo is fine.

It happens because people are waking up to a better alternative; one that genuinely improves quality of life, economic opportunity, and long-term personal freedom.

These are informed people making the move.

These are highly-paid professionals, investors, entrepreneurs, and families who are intentionally engineering a better life for themselves here.  

Permanent and temporary residency means real people making long-term decisions about where to live, how to protect their wealth, and how to future-proof their lives.

And the fact that this surge comes not just from Paraguay’s neighbours but from global applicants tells you something crucial: Paraguay is not just a regional migration destination, it is becoming a global jurisdiction of interest.

That’s why the National Directorate of Migration shared these numbers in the context of a broader development narrative.

…they’re not celebrating a one-off spike. 

They’re highlighting a sustained trend driven by deliberate public policy, international integration, and a marketplace responding to real human demand.

A surge of this magnitude means two things are happening simultaneously:

  1. Critical mass is forming, and Paraguay is moving from “under the radar” to “on the radar” in a way that attracts even more interest, capital, and globally-minded, freedom-loving citizens.

  2. First movers benefit the most - those who establish residency sooner gain the advantage of being early in a jurisdiction that’s rapidly rising in global relevance.

Residency isn’t just about where you live.

It’s about where you have legal rights, where you can operate economically with certainty, where your assets and future hold predictable status (instead of being subject to the unpredictable ebb and flow of geopolitical risk). 

This residency rush isn’t happening because people don’t have choices.
